Article 5: Executive Power
The executive power herein granted shall be vested in a President of [COUNTRY], who shall hold office during a term of four years, and together with the Vice-President chosen for the same term; and the Senate may by law outline a line of succession to ensure the continuance of government in the event of any vacancy.
At stated times, the President and Vice-President shall receive a compensation for their services, which may not be increased nor diminished during the term they were elected, and they may not receive within that period any other emolument from [COUNTRY].
The President shall have power to:

Direct the Armed Forces as Commander-in-Chief, and to appoint officers of the militia, and to direct them while in active service of [COUNTRY];

Demand the opinion, in writing, of the principal officer in each of the executive departments, upon any subject relating to the duties of their respective offices;

Grant reprieves and pardons for offenses against [COUNTRY], except in cases of impeachment;

Make treaties, by and with the advice and consent of the Senate, provided two-thirds of the Senators present concur;

Nominate and appoint ambassadors, envoys, residents, consuls, and other public ministers, and judges of the Supreme Court, by and with the advice and consent of the Senate;

Fill up all vacancies that may happen during the recess of the Senate, by granting commissions, which shall expire at the end of their next session;

Give to the Senate an annual report – and at other times when he shall deem it necessary and proper - on the present condition of the State, and recommend to their consideration such measures as he might judge necessary and expedient;

Convene the Senate during times of exigent circumstances, and to declare a state of emergency when they cannot be convened in reasonable time - which shall last for one year, or until the Senate shall be convened, or until the exigency has passed, whichever comes first;

Adjourn the Senate, in case of disagreement between them with respect to the time of adjournment, to such time as he shall think proper, not to exceed one month;

Receive ambassadors, envoys, residents, consuls, and other public ministers;

Ensure that the laws of [COUNTRY] be faithfully executed, irrespective of his personal beliefs towards them, or those of his subordinates;

Commission all the officers of [COUNTRY]; and
-
Nominate, and by and with the advice and consent of the Senate, appoint all other officers of [COUNTRY], whose appointments are not herein otherwise provided for, and which shall be established by law; but the Senate may by law vest the appointment of such inferior officers, as they think proper, in the President alone, in the courts of law, or in the heads of departments.
The President, Vice President, and all civil officers of [COUNTRY] shall be removed from office on impeachment for, and conviction of: treason, bribery or other undue influence, assassination or the ordering thereof, undue manipulation of judges or other persons so-protected by this Constitution, abuse of power, breach of trust, or other offenses under common law.
Owing to the role of Commander-in-Chief, no one may be eligible to hold the office of President or Vice-President except a Free Citizen of at least thirty years old who shall have served at least four years in the Armed Forces, or at least eight years as an officer in the militia.
For reasons of impracticality, resulting from the youth of the nation, the provision requiring military service shall not take effect before the year [20XX – about fifteen years], and the provision requiring citizenship shall not take effect until [20YY – about twenty years].
So as to prevent abuse of power and police brutality, all peace officers and other law enforcement officials shall have their conduct monitored at all times while on duty, unless the chief officer in charge shall deem it necessary and proper to protect their identities as agents of the government - as in the case of undercover operations - but in all such instances, he shall be accountable for their actions and abuses during that period.
